Where the center line is YELLOW, the traffic on the other side of the line is moving in the:

A green traffic control signal like tells you:

have the right-of-way to go through the intersection
can proceed within the speed limit
A traffic signal green arrow tells you:
that you can drive in the direction of the arrow
that you can turn from any lane in the direction of the arrow
A yellow traffic signal arrow tells you:
the green arrow will be changing to a round green or red light
to be ready to yield the right-of-way to oncoming traffic or stop
oncoming traffic will wait for you to clear the intersection
Dual use lanes have both a turn arrow and a straight arrow.
When both arrows appear, you can either turn or go straight.
If only the straight arrow is showing, you must wait for the intersection to clear to turn.
Lane use control signals tell you to drive in:
A lane with a green arrow.
A lane with a red X.
You must obey traffic officers:
at all times
at traffic lights
unless the traffic light is different
